User cannot access Workflow Form(WFF) forms which  are not showing on thier menu. The user needs to have permissions set

Trying to open a Workflow Form error could not load the file or assembly The system cannot find a file specified.

When opening a custom WorkFlowForm (WFF) receive the following error
